🏗️ Exterior Elevated Elements (EEE) Inspection Program

 The Exterior Elevated Elements (EEE) inspection program — also known as the Balcony Inspection Program or “E3” — ensures the structural safety of decks, balconies, walkways, and similar elevated features on multi-unit residential buildings across California.

🔍 What Are Exterior Elevated Elements?

Exterior Elevated Elements (EEEs) include balconies, decks, landings, and exterior stairways. Walkways and other elevated structures more than 6 feet above ground built with wood or wood-based framing that supports people or structures. These elements are inspected to detect: dry rot, decay, or water intrusion structural damage or deterioration which includes failed flashing, membranes, or waterproofing.

🧰 Who Needs an EEE Inspection?

 EEE inspections are required by California law for:

  • Apartment buildings with 3 or more units 
  • Condominiums / HOAs (Common Interest Developments) 

Local cities and counties may also require report submissions or certifications.

🧾 What the Inspection Includes

Each inspection covers:

  1. Evaluation of load-bearing components (beams, joists, connectors) 
  2. Review of waterproofing systems and flashing for leaks or failure 
  3. Non-destructive testing first; invasive testing if damage is suspected 
  4. A stamped report including:
     
    • Locations and types of elements inspected
    • Current condition and remaining service life 
    • Immediate threats to safety 
    • Recommendations for repair or replacement 

If an immediate safety hazard is found, it must be reported to the local code authority.

⏰ Inspection Deadlines

SB 721 (Apartments):
First inspection due January 1, 2026, then every 6 years
 

SB 326 (Condominiums / HOAs):
Every 9 years — integrated into HOA reserve studies
